1878 - John Wesley Powell reports to Congress

       John Wesley Powell's seminal work, A Report on the Lands of the Arid region of the United States, is submitted to Congress.  Most of his visionary suggestions for managing the limited water resources in the West were ignored, a mistake that would later haunt the nation during the dustbowl years of the 1930s.
